Well, like making any other parts of an avatar/doll, there are two basic ways to create new hair. My making something from your imagination, or by looking at a picture or even coloring over a shrunken-down picture. Or you could just use one of the doll heads that are available online or in Palace, but those tend not to be colored very well.
Here is my first example on how to make your own hair for your dolls...preferably start on a head that has no hair at all on it....so its bald basically and you can start from scratch. Or you can just simply add on as I show as an example here on how to put 'ponyfalls' on a doll's head. Ponyfalls are awesome in real life and you can find out just what exactly ponfalls are if you go to Ragdoll Weave Co.
Here's some curls, and an example I've made for you to see how I set them on the head. Its cool this way because you only have to work and create one side of the hair...then for the other side all you have to do is copy that part that you just made, flip it to mirror to the other side, then just paste the head over that side that you mirrored.
You can see I took a palette of the colors that I wanted to use, then, you can notice the way that I drew and colored the curls in and how they were shaded. You can notice I zoomed in to about 400% so that you could see how I shaded the curls in, and the doll head at the right is zoomed in to about 200% so you can see how I placed them on the head.
The clump of curls in the middle is how I placed the curls on that doll head. In PSP (paint shop pro) You have to crop away all your background color though. To do this, make sure you background color is all the same color like i used white. Then use the selection tool to drag a box around the curl you drew. Then, hit ctrl + t, and a box named Remove Selected Color will show up, and choose white and hit enter, then it will crop out all of the white. If your background color is all the same exact color you need not bother with the tolerance box. If you are using a different color make sure it is selected as the background color and scroll up to background color and click on enter again.
Now, click on ctrl + c to copy that curl, and then click on ctrl + e to paste it again, and layer it over the first curl the way you like it. Then just keep doing that the way you like it on your doll head. You will most likely have to improvise on the top of the dolls head, as I had to do on mine, but you have the hard part done ^-^.
